Selection boards, naming, SES, grooming, and contracts — identity levers under review across the naval enterprise.

In May 2021 the Department of the Navy announced DEI planning actions: 60- and 90-day reviews of supplier diversity, asset naming, selection- and assignment-board precepts, SES diversity, grooming policy, and an authoritative data environment for DEI (C12). That is not climate training. It ordered reviews of who gets selected, who gets promoted, and what the institution celebrates, with the stated aim to "remove potential barriers to diversity" (C12).
FY-25 board precepts told members to weigh "ability to successfully lead a diverse organization" (B05) and required race, ethnicity, and gender statistics with demographic analysis in O-4 to O-8 promotion board reports (B06). No Army-style "seat one female and one minority" rule — a different mechanism for the same collectivist impulse. NAVADMIN 016/25 (25 Jan 2025) closed DEIA offices and terminated contracts (B08). The FY-26 convening order (24 Apr 2025) is reported to apply a "best and fully qualified" standard (B07, not independently verified). SFFA v. USNA was dismissed as moot after the Academy's policy change, following a district-court ruling that had upheld the Academy's policy (B09, B10).
