Coast Guard

DHS, not DoD — so SecDef memos and §529B/§1101 do not bind it — but EO 14185 still ordered every DEI office abolished.
Public-source context, not Army FOIA evidence. Every item below links to its public source.

The Coast Guard sits in Homeland Security except when operating as a service in the Navy. That governance gap mattered: FY2024 NDAA §§529B and 1101 (S04) and the 2025 SecDef memos (S16) bind DoD components, not the Coast Guard. EO 14185 closed the gap from the top, directing DHS to abolish every DEI office for the Coast Guard (B18).

ALCOAST 026/25 (24 Jan 2025) cancelled diversity-and-inclusion programs, councils, affinity groups, and the Academy D&I action plan (B19). ALCOAST 054/25 (6 Feb 2025) paused six civil-rights Special Emphasis Programs (B20) — reaching further than the EEO carve-out in Army Directive 2025-01 para 4b (S13). Different chain, same ideological project, same need for written teardown.
